New Taliban Attacks Complicate Afghan Peace Process

KABUL—A Taliban attack on a federal government intelligence headquarters in northern Afghanistan killed 11 stability forces and wounded dozens of civilians, even more straining a peace process meant to pave the way for a withdrawal of American troops.
